Gov. Gavin Newsom said two factors are largely to blame for a $12 billion budget shortfall facing California: expanding health care to immigrants without legal status, and Trump’s tariffs.

To save $5 billion, the California governor wants to close new enrollment to adults who lack legal status and charge premiums. The Legislature has resisted such changes.

The cuts included in Newsom’s budget are “reckless and unconscionable,” said one California health care advocate.
