The European Union says conclusion of Azerbaijan and Armenia talks and agreement on the text of a possible treaty, "a decisive step."

Representatives of Armenia and Azerbaijan have concluded negotiations and agreed on the text of a peace agreement, the foreign ministries of both countries announced.

"Armenia has accepted Azerbaijan's proposals on the two previously unresolved articles of the peace treaty," he said. Armenia's foreign ministry later confirmed that in a statement, saying "negotiations on the draft agreement have been concluded" and "the Peace Agreement is ready for signing".

Azerbaijan said Thursday that a consensus has been reached on all articles of the peace agreement with Armenia to resolve the Caucasus

Armenia and Azerbaijan were locked in conflict over Nagorno-Karabakh for nearly four decades after the Soviet Union they were both members of collapsed.

But hurdles remain. Azerbaijan also said Armenia’s constitution must “eliminate the claims against the sovereignty and territorial integrity of Azerbaijan,” as a prerequisite to allow for the signing of the peace treaty.

Armenia and Azerbaijan have fought a series of wars since the late 1980s, when Nagorno-Karabakh, a region in Azerbaijan that had a mostly Armenian population at the time, broke away from Baku with Yerevan's support.
