Liberal Leader Mark Carney cancelled two planned rallies and scaled back other events on the final day of the federal election campaign, in the wake of the Vancouver festival attack. Carney is expected to visit Vancouver before flying back to Ottawa.

Kai-Ji Adam Lo, 30, was charged with eight counts of second degree murder in a video appearance before a judge on Sunday, hours after he was arrested at the scene.
